When you say flat, do you mean horizontal flat or linear but increasing?
Yes, the cumulative cases looks flat over the past few days for the provisional numbers that will change a lot because of their methodology which tests today but counts it against a previous day.
New cases per day (the derivative of cumulative cases) appears to be increasing, which suggests that cumulative cases is neither flat (i.e. the derivative is zero) nor linear increasing (i.e. the derivative is constant).
Again this could be because of more testing or because of a greater transmission rate or both.
